UPWP 

The Unified Planning Work Program (UPWP) is a framework for the planning activities and efforts that the FBRMPO will undertake for the fiscal year. Serving as both a budget and guide, the UPWP is adopted on an annual basis in accordance with Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) guidelines. The UPWP illustrates the funding allocations from federal transportation planning funds, including highway and transit programs. An example of a few items outlined in the UPWP include project prioritization coordination, bicycle and pedestrian planning, special studies, and public involvement.

The UPWP is the MPO’s budget for planning activities through the fiscal year, including in-house planning activities and special studies undertaken in the region using MPO planning funds.

Planning Call for Projects

In October 2025, the MPO Board authorized to program $500,000 or up to two planning projects for the FY 2027 Unified Planning Work Program. Members governments are eligible to apply. Eligible activities include feasibility studies, small area plans, conceptual designs, bike/ped plans, transit plans, traffic studies, local transportation asset inventories, economic impact analyses for transportation investments, and more within federal eligibilities. MPO funding can be used to pay for 80% of eligible project expenses for projects that are selected. A 20% local match is required. Applications are due by December 30, 2025.
