NCDOT Performance Measures
Federal Regulations (23 CFR Part 490) requires states to set targets for interstate and non-interstate National Highway System (NHS) pavement condition, NHS bridge condition, travel time reliability, freight reliability, and emissions reduction. NCDOT coordinated the establishment of the targets with 19 MPOs in North Carolina through webinars and email communications during the spring and summer of 2022. NCDOT officially established targets on December 16, 2022. The French Broad River MPO established their performance measures on May 25, 2023 and a resolution was passed by the MPO board.
Asheville Rides Transit Asset Management Plan Performance Measures
The FAST Act continued the implementation of performance based planning and programming to achieve desired outcomes for the multimodal transportation system. The Federal Transit Administration (FTA) issued a final rule on transit asset management to establish a system to monitor and manage public transportation assets to improve safety and increase reliability and performance. The FTA Transit Asset Management Rule (49 CFR Part 625) became effective on October 1, 2016. The FBRMPO Board passed a resolution to support the Asheville Rides Transit Asset Management Plan Performance Measures on September 27, 2018.
Public Transportation Agency Safety Plan
The Public Transportation Agency Safety Plan (PTASP) final rule (49 CFR Part 673) aims to improve public transportation safety by guiding transit agencies to more effectively and proactively measure their system’s safety risks. Recipients and subrecipients of Section 5307 funds must develop and implement safety plans and they must submit them to the MPO. Performance measures and targets can be found in each agency’s individual PTASPs. The French Broad River MPO incorporates the PTASP safety performance targets in the Long Range Transportation Plans, including the Metropolitan Transportation Plan (MTP) and the Transportation Improvement Plan (TIP). The FBRMPO Board adopted a resolution to support the PTASP on June 24, 2021.
